They have been investigating this issue since December 2007.

The report will be published at 00:01 on Monday 21 July, embargoed copies will be available from 11:00 on Friday 18 July.

Hard Copies of the embargoed report:

- Can be collected by journalists, witnesses and UK Government
Departments by arrangement from the reception of 2 Millbank House, House of Lords, London, SW1P 3LX from 11am Friday 18 July.

- Will be available in the Parliamentary Press Gallery from 11am Friday 18 July.
